Why the mission buys COTS instead of building

DoD policy directs commands to use commercial off-the-shelf software wherever possible, procured through centralized vehicles like DoD ESI and Army CHESS — the mandatory purchasing channel for nearly all Army IT. Subscription (SaaS) licensing is preferred when the customer does not want to host the software itself, converting capital cost into predictable operating expense. What is the DoD Enterprise Software Initiative (ESI)?

DoD ESI is the Department of Defense's centralized programme for buying commercial software. Rather than each command negotiating separately, software is bought under pre-negotiated enterprise agreements, which keeps terms and pricing consistent across the department.

What is Army CHESS?

CHESS is the Army's Computer Hardware, Enterprise Software and Solutions programme. It is the designated purchasing channel for nearly all Army IT, so hardware and software requirements are expected to route through it.

What is a Blanket Purchase Agreement?

A BPA is a standing arrangement with a supplier covering repeat purchases over a period, so each order does not need a fresh negotiation. Government software is commonly bought this way, often on a subscription basis, which turns a capital purchase into a predictable operating cost.
